EMR Certification Criteria
HHS has named multiple certifying bodies, called Authorized Testing and Certification Bodies (ATCBs), to certify Electronic Medical Record (EMR) systems against the criteria listed below. Certification standards are designed to determine whether an EMR is suitable for Meaningful Use by eligible providers who wish to qualify for EMR incentive payments.
Practice Fusion’s free Electronic Health Record system was certified as a Complete EHR on June 2, 2011.
Stage 1 Final Criteria for EMR Vendor Certification
General Criteria
- Drug to drug and drug to allergy notifications
- Drug formulary checks
- Maintain up-to-date problem list
- Maintain active medication list
- Maintain active medication allergy list
- Enable users to electronically record, modify and retrieve a patient's vital signs
- Smoking status
- Receive and display lab results
- Generate, sort and retrieve lists of patients.
- Electronically calculate all core clinical measures specified by CMS
- Electronically compare two or more medication lists
- Submission to immunization registries
- Public health surveillance
- Patient-specific education resources
- Automated Meaningful Use report
- Access control to monitor user identity
- Permit authorized users to access personal health information in the case of emergency
- Automatic log-off
- Record actions related to health information
- Verify that health information has not been altered in transit
- Verify that a person seeking access to electronic health information is the one claimed
and has authorization - Encrypt and decrypt health information

This certification does not represent an endorsement by the Department of Health and Human Services or guarantee the receipt of incentive payments.
